Red Rock Mill Developments

Regeneration

For seventy years, the Red Rock Mill stood at the heart of the communtiy. A defining feature of it's economy and daily life. When the mill closed in 2006 it left behind a void that shaped the future of Red Rock and the surrounding region.

In 2014, the BMI Group acquired the 300-acre property with the goal of transforming it into a new platform for regional growth, linking industry, housing, and tourism with environmental restoration and community revitalization.

Today, the former mill site is being reimagined as a multimodal logistics and industrial hub that connects Northern Ontario’s critical-mineral and manufacturing regions to North American and global markets. The site’s rail, highway, and deep-water port connections make it a strategic location for new processing, transloading, and energy-related industries.

Project Progress

Community engagement began in 2023 and will continue through 2025 and 2026 to gather insight and feedback on opportunities for the site.

More than $6 million has been invested in site remediation and cleanup at the Red Rock Mill, reflecting BMI’s commitment to responsible development and environmental stewardship. Environmental remediation and site assessments have been completed, led by Pinchin Ltd. and GFL Environmental.

The industrial site has drawn strong interest from RockTech, developers of Europe’s first lithium converter, who are considering Red Rock for a future lithium processing facility.

Local investment of more than $4 million has already been made in housing, hospitality, and community revitalization—including the Red Rock Inn and Quebec Lodge restorations.

Partnerships are advancing with industry leaders in critical minerals, clean energy, and advanced wood products to anchor long-term employment and supply-chain activity.

Potential Through Partnership

The project brings together Environmental Partners Pinchin and GFL Environmental with BMI's subsidiary Red Rock Mill Development Inc., as well as the community of Red Rock, while leveraging BMI’s relationship with HOPA Ports in Niagara to develop a uniquely integrated processing, transload, and shipping solution purpose - built to support the mining and heavy industry needs of Northern Ontario.
